About
Wycliffe Ambetsa Oparanya serves as the Cabinet Secretary for Co-operatives and Micro, Small and Medium Enterprises (MSMEs) Development. He took office on August 8, 2024, following his appointment by President William Samoei Ruto. In this role, he leads policies supporting small business structures, financial inclusion initiatives, and the co-operative sector. He brings more than thirty years of experience in financial management, corporate leadership, and public administration. Before joining the Cabinet, Oparanya served as the inaugural Governor of Kakamega County for two consecutive terms from 2013 to 2022. During this period, he was elected twice as the Chairperson of the Council of Governors, serving from 2019 to 2021. His legislative career began in 2002 when he was elected as the Member of Parliament for Butere Constituency. He also served as the Minister for State for Planning, National Development and Vision 2030 in the Grand Coalition government. A certified public accountant, Oparanya is a Fellow Certified Public Accountant (FCPA) and a member of the Institute of Certified Public Accountants of Kenya (ICPAK). He held senior financial roles in the private sector before full-time public service, including serving as Chief Financial Controller at the Kenya Aerodromes Authority. He holds a Bachelor of Commerce and a Master of Business Administration from the University of Nairobi, alongside a PhD in Economics from Dar es Salaam University.
