About
James Opiyo Wandayi serves as the Cabinet Secretary for the Ministry of Energy and Petroleum. He assumed office on August 8, 2024, following his appointment by President William Samoei Ruto. In this role, he leads national energy policies, electricity generation and transmission, petroleum regulation, and strategic infrastructure expansion. His mandate focuses on securing reliable energy access and managing the country's transition to sustainable power frameworks. Before his appointment to the executive arm of government, Wandayi had a legislative career spanning over a decade in the National Assembly of Kenya. He was first elected in 2013 as the inaugural Member of Parliament for Ugunja Constituency and secured three consecutive terms before resigning to join the Cabinet. During the 13th Parliament, he served as the Leader of the Minority Party. Between 2017 and 2022, he chaired the Public Accounts Committee (PAC), directing parliamentary oversight on the expenditure of national government ministries, the judiciary, and independent commissions. Concurrently, he served as the Secretary-General of the African Organization of Public Accounts Committees (AFROPAC), advocating for financial accountability frameworks across the continent. Prior to public office, Wandayi worked in corporate management for more than 14 years. He specialized in strategic communications, compliance, regulatory affairs, and institutional relations within the agricultural and consumer goods sectors, including holding roles in multinational operations. Wandayi holds a Bachelor of Science in Agriculture, specializing in Agricultural Economics, from the University of Nairobi, graduating in 1996. He earned a Master of Business Administration (MBA) from the Jomo Kenyatta University of Agriculture and Technology (JKUAT). Additionally, he holds a Bachelor of Laws (LLB) degree from Daystar University and a Diploma in Business Management from the Kenya Institute of Management.
