Geoffrey Kiringa Ruku serves as the Cabinet Secretary for the Ministry of Public Service, Human Capital Development and Special Programmes. He assumed office on April 17, 2025, following his appointment by President William Samoei Ruto. In this role, he leads public service reforms, civil service performance management, training programs for public servants, and national special relief programs. His mandate focuses on improving government institutional efficiency, including introducing digital accountability infrastructure to monitor attendance and productivity across civil service departments.
Before joining the Cabinet, Ruku had a legislative career representing the Mbeere North Constituency in the National Assembly of Kenya. He was elected during the 2022 general election on a Democratic Party (DP) ticket and served until his resignation in April 2025 to take up his executive appointment. During his parliamentary tenure, he actively contributed to national legislative debates and oversight, famously sponsoring macro-governance and public assembly frameworks before moving into the national executive.
Prior to entering elective politics, Ruku spent over fifteen years working in international diplomacy, corporate management, and environmental finance. From 2006 to 2009, he served as the MASHAV Coordinator at the Embassy of Israel in Kenya, handling bilateral development cooperation. He subsequently specialized in climate change mitigation and sustainable development, founding Carbon Manna Africa and Climate Pal to manage domestic carbon offsetting initiatives. Additionally, he served public institutional interests as a Trustee of Kenya's Water Services Trust Fund between 2015 and 2017.
Ruku holds a Bachelor of Commerce degree from the Catholic University of Eastern Africa, which he completed in 2002. He earned a Postgraduate Diploma in Diplomacy and International Relations from the University of Nairobi in 2005. He further completed his Master of Business Administration (MBA) in Finance from the University of Nairobi in 2009.
