Dorcas Agik Oduor is the attorney general of the Republic of Kenya. Appointed by President William Ruto, she took office in August 2024 as the first woman to serve as the government's principal legal adviser since independence. In this capacity, she represents the national government in legal proceedings, coordinates legal sector reforms, and serves as an official member of the Judicial Service Commission.Before her appointment as attorney general, Oduor built a long public career in state prosecutions spanning over three decades. She served as the secretary for public prosecutions and the principal deputy to the director of public prosecutions. She entered public service as a state counsel in 1991 and went on to manage high-level prosecutions and sit on multiple national legal reform task forces and presidential commissions of inquiry. She was admitted to the rank of Senior Counsel in July 2020 for her contributions to public legal service.
Before her elevation to the Cabinet, Oduor built a long public career in state prosecutions and public legal service spanning over three decades. She entered the State Law Office as a State Counsel in 1991 and progressively rose through the judicial ranks. She served as Deputy Chief State Counsel from 2005 to 2010 and as Senior Deputy Prosecution Counsel from 2010 to 2012. Following the structural separation of public prosecutions from the state law office under the 2010 Constitution, she became the Head of the Economic, International, and Emerging Crimes Department. She eventually attained the rank of Secretary for Public Prosecutions and served as the Principal Deputy to the Director of Public Prosecutions (DPP), where she managed complex criminal litigation and corporate prosecution frameworks.
Throughout her public sector tenure, Oduor was frequently appointed by various heads of state to serve on high-level national reform task forces and presidential commissions of inquiry. She served as an Assisting Counsel in the Akiwumi Commission of Inquiry into Tribal Clashes, which informed major land policy reforms, and contributed to the Goldenberg Commission of Inquiry, which led to significant updates in the Public Financial Management (PFM) Act. She was also a member of the national task force on police reforms, which led to the creation of the Independent Policing Oversight Authority (IPOA) and the National Police Service Commission (NPSC). In July 2020, she was admitted to the rank of Senior Counsel (SC) for her exemplary contributions to the legal profession.
Oduor holds a Bachelor of Laws (LLB) degree from the University of Nairobi, graduating in 1990. She earned her Post-Graduate Diploma in Law from the Kenya School of Law in 1991 and was officially admitted to the Bar as an Advocate of the High Court of Kenya in 1992. Additionally, she holds a Master of Arts degree in International Conflict Management from the University of Nairobi.
