Plain English Explanation

This is a simplified summary prepared by legal scholars to explain this article in clear language. It is not the legal text of the Constitution.

This article obligates the State to implement affirmative action programmes specifically for minorities and marginalised groups.

The government must ensure these groups:
- Are represented and can participate in governance and all areas of public life
- Receive special opportunities in education and economic activities
- Have better access to employment
- Can preserve and develop their own cultures, languages, and traditions
- Have reasonable access to water, healthcare, and infrastructure

This provision is designed to address historical marginalisation and promote inclusion and equity in Kenya.
