About
William Kabogo Gitau serves as the Cabinet Secretary for the Ministry of Information, Communications and the Digital Economy. He assumed office on January 17, 2025, following his appointment by President William Samoei Ruto. In this role, he leads the expansion of the national fiber-optic backbone infrastructure, the establishment of digital innovation hubs across local administrative wards, and the complete digitization of public services. His mandate focuses on scaling e-government operations, expanding broadband connectivity, safeguarding data privacy, and fostering youth employment through digital economic frameworks.
Before his appointment to the Cabinet, Kabogo built a prominent career in devolved governance and legislative politics. He served as the inaugural Governor of Kiambu County from 2013 to 2017. During his tenure as governor, he automated public financial management and revenue collection systems, which significantly improved fiscal transparency and increased county revenues. He also pioneered local digital connectivity projects, including the installation of subsidized public wireless internet networks in major urban centers. Prior to the implementation of devolution, he served two terms in the National Assembly as the Member of Parliament for Juja Constituency. While in parliament, he was recognized nationally for the effective management and allocation of local development funds.
Earlier in his professional career, Kabogo worked extensively in both the public financial sector and private corporate management. He began his career in public service as an auditor within the Office of the Auditor General, executing financial compliance assessments for state institutions. Following his time in public audit, he transitioned to the private sector, serving as the Chief Executive Officer for Toto Industries and managing diverse entrepreneurial investments in logistics, manufacturing, real estate, and shipping networks.
Kabogo holds a Bachelor of Commerce degree in Accounting and Finance from Punjab University in India. Additionally, he holds professional certifications in public auditing and financial accounting.
