About
Mutahi Kagwe serves as the Cabinet Secretary for the Ministry of Agriculture and Livestock Development. He assumed office on January 17, 2025, following his appointment by President William Samoei Ruto. In this role, he leads national food security initiatives, strategic grain reserves, and agricultural value-chain developments. He is responsible for managing resource allocations and reforming agricultural financing systems to increase productivity. Prior to this, he served as the Cabinet Secretary for Health from 2020 to 2022, leading national responses during the COVID-19 pandemic. Before his appointment to the Agriculture docket, Kagwe held several senior positions across local and national governance. He was elected as the inaugural Senator for Nyeri County, serving from 2013 to 2017. He first entered executive government in 2005 under President Mwai Kibaki as the Minister for Information and Communications. During his tenure, he oversaw the initial rollout of the mobile money platform M-Pesa and spearheaded the construction of the The East African Marine System (TEAMS), East Africa's first submarine fiber-optic cable project. He also previously represented the Mukurweini Constituency in the National Assembly from 2002 to 2007. Earlier in his professional career, Kagwe worked extensively in the private media and corporate sectors. He served as the Commercial Director for the Standard Media Group and managed independent marketing operations. Kagwe holds a Bachelor of Arts in Commerce (Insurance Option) from the University of Nairobi. He also earned a Master of Business Administration from the United States International University (USIU) Africa.
