Kivutha Kibwana is a Kenyan jurist, academic, and politician who served as the inaugural governor of Makueni County. He held the county executive office for two consecutive terms between 2013 and 2022. During his tenure, his administration gained national attention for implementing pioneering localized public programs, including a universal healthcare model and automated civic public participation systems. Following his gubernatorial service, he was installed as the third chancellor of the International Leadership University in August 2026. He also works as a professor of law at Daystar University and as an adjunct professor at the Catholic University of Eastern Africa.
Before the introduction of devolved government, Kibwana had an extensive career in legislative politics, executive administration, and civil society advocacy. He served as the spokesperson for the National Convention Assembly and the National Convention Executive Council from 1997 to 2002, playing a role in Kenya's pro-democracy movement. He entered elective politics in 2002 when he was elected as the member of parliament for the Makueni constituency under the National Rainbow Coalition. During the administration of President Mwai Kibaki, he joined the cabinet and served as the minister for land and physical planning, the minister for environment and natural resources, and the minister for defence. He also worked as a presidential adviser on constitutional affairs.
Kibwana was born on 13 June 1954 in Mwanyani village, located in Makueni County. He attended Nduundune Primary School and Machakos School for his secondary education. He holds a bachelor of laws degree from the University of Nairobi, a master of laws degree from the University of London, and a second master of laws degree from Harvard University. He also earned a master of arts degree in theological studies from Africa International University and a doctor of juridical science from George Washington University. Professionally, he is an advocate of the High Court of Kenya and a certified secretary. He taught law at the University of Nairobi from 1977 to 2002, where he also served as the dean of the faculty of law.
