Plain English Explanation
This is a simplified summary to explain this article in clear language. It is not the legal text of the Constitution.
Article 128 of the Kenyan Constitution establishes the administrative leadership for the legislature by creating the office of the Clerk for both the National Assembly and the Senate. It mandates that each house must have its own Clerk, who is officially appointed by the Parliamentary Service Commission (PSC) subject to the formal vetting and approval of the respective house. Furthermore, the article states that the offices of the Clerks, along with all the staff members working under them, are classified as formal offices within the Parliamentary Service, keeping them separate from the regular civil service.
