Ministry of Cooperatives and MSME Development

The Ministry of Cooperatives and Micro, Small and Medium Enterprises (MSME) Development is responsible for national policies and programmes that help Kenyans access financial inclusion, cooperative growth, and enterprise development.

What the ministry does
The ministry manages the cooperative sector and the MSME landscape to drive inclusive economic growth. Its main responsibilities include:

  • Cooperative Policy and Implementation: Formulating and implementing legal frameworks for the development and growth of all cooperatives in line with national priorities.
  • MSME Development: Coordinating and mainstreaming the development of micro, small, and medium enterprises to enhance their competitiveness and job creation.
  • Financial Inclusion: Administering the Financial Inclusion Fund, commonly known as the Hustler Fund, to provide affordable credit to individuals and small businesses.
  • Registration and Regulation: Overseeing the registration, supervision, and liquidation of cooperative societies and ensuring they adhere to uniform operational standards.
  • Audit and Governance: Regulating cooperative audit services and promoting good governance, ethics, and transparency within cooperative enterprises.
  • Capacity Building: Providing education and training for cooperative members and MSME entrepreneurs to improve modern management practices and technology adoption.
  • Marketing and Value Addition: Facilitating market access, product development, and value addition for cooperative and MSME products both locally and internationally.

Why the ministry exists
The ministry exists to empower citizens at the bottom of the economic pyramid and ensure sustainable livelihoods. It focuses on:

  • Economic Transformation: Positioning cooperatives and MSMEs as the primary drivers of the country’s socio-economic transformation.
  • Wealth Creation: Enabling small-scale traders and organized groups to pool resources and access capital for wealth generation.
  • Social Responsibility: Promoting the cooperative model as a way to balance economic viability with social responsibility and community resilience.
  • Innovation and Growth: Supporting business innovation, incubation, and the establishment of integrated infrastructural facilities for small enterprises.

The ministry is divided into the State Department for Cooperatives and the State Department for Micro, Small and Medium Enterprises (MSME) Development.
